Tue Sep 10, 2024 12:00 AM ESTWASHINGTON, Sept. 10, 2024 – The U.S. Department of Agriculture (USDA) is now accepting applications through its updated Emergency Assistance for Livestock, Honeybees, and Farm-raised Fish Program (ELAP) to provide financial assistance to eligible dairy producers who incur milk losses due to Highly Pathogenic Avian Influenza, also known as H5N1 infection in their dairy herds. USDA’s Farm Service Agency (FSA) expanded ELAP through the rule-making process to assist with a portion of financial losses resulting from reduced milk production when cattle are removed from commercial milking in dairy herds having a confirmed positive H5N1 test. The simplified direct loan application enables producers to complete a more streamlined application, reduced from 29 to 13 pages. Producers will also have the option to complete an electronic fillable form or prepare a traditional, paper application for submission to their local FSA farm loan office. The paper and electronic versions of the form will be available starting March 1, 2023.

This year, almost 1.9 million acres in offers have been accepted through the General CRP Signup, and USDA’s Farm Service Agency (FSA) has accepted over 897,000 acres for enrollment through the Continuous Signup. The Continuous Signup remains open and CRP Grasslands Signup closed last week, so USDA expects to enroll more acres into all of CRP than the 3 million acres that are expiring.

The official NOFA will be published in the Federal Register early next week and USDA expects payments to begin in early June and continue on a rolling basis. A subsequent notice addressing guaranteed loan balances and direct loans that no longer have collateral and have been previously referred to the Department of Treasury for debt collection for offset, will be published within 120 days.

The funding was made possible by USDA’s new Pandemic Assistance for Producers initiative, an effort to distribute resources more broadly and to put greater emphasis on outreach to small and socially disadvantaged producers impacted by the pandemic. Today also marks the reopening of FSA’s Coronavirus Food Assistance Program 2 (CFAP 2) signup as part of the Pandemic Assistance for Producers initiative. Farmers and ranchers will have at least 60 days to apply or make modifications to existing CFAP 2 applications.

Wed Mar 24, 2021 02:00 PM ESTWashington, D.C., March 24, 2021 – Agriculture Secretary Tom Vilsack announced today that USDA is establishing new programs and efforts to bring financial assistance to farmers, ranchers and producers who felt the impact of COVID-19 market disruptions. The new initiative—USDA Pandemic Assistance for Producers—will reach a broader set of producers than in previous COVID-19 aid programs. USDA is dedicating at least $6 billion toward the new programs. The Department will also develop rules for new programs that will put a greater emphasis on outreach to small and socially disadvantaged producers, specialty crop and organic producers, timber harvesters, as well as provide support for the food supply chain and producers of renewable fuel, among others. Existing programs like the Coronavirus Food Assistance Program (CFAP) will fall within the new initiative and, where statutory authority allows, will be refined to better address the needs of producers.

USDA Extends Application Deadline for the Quality Loss Adjustment Program

March 15 Last Day to Complete Enrollment for 2021 Agriculture Risk Coverage, price loss Coverage Programs
Tue Feb 9, 2021 12:00 PM ESTWASHINGTON, Feb. 9, 2021 – Agricultural producers who have not yet enrolled in the Agriculture Risk Coverage (ARC) or Price Loss Coverage (PLC) programs for 2021 must do so by March 15. Producers who have not yet signed a 2021 enrollment contract or who want to make an election change should contact their local USDA Farm Service Agency (FSA) office to make an appointment. Program enrollment for 2021 is required in order to participate in the programs, but elections for the 2021 crop year are optional and otherwise remain the same as elections made for 2020.
USDA Extends General Signup for Conservation Reserve Program

USDA will continue to accept offers as it takes this opportunity for the incoming Administration to evaluate ways to increase enrollment. Under the previous Administration, incentives and rental payment rates were reduced resulting in an enrollment shortfall of over 4 million acres. The program, administered by USDA’s Farm Service Agency (FSA), provides annual rental payments for 10 to 15 years for land devoted to conservation purposes, as well as other types of payments.
USDA Temporarily Suspends Debt Collections, Foreclosures and Other Activities on Farm Loans for Several Thousand Distressed Borrowers Due to Coronavirus
Wed Jan 27, 2021 10:00 AM ESTCONCORD, NH, Jan. 27, 2021 – Due to the national public health emergency caused by coronavirus disease 2019 (COVID-19), the U.S. Department of Agriculture today announced the temporary suspension of past-due debt collections and foreclosures for distressed borrowers under the Farm Storage Facility Loan and the Direct Farm Loan programs administered by the Farm Service Agency (FSA). USDA will temporarily suspend non-judicial foreclosures, debt offsets or wage garnishments, and referring foreclosures to the Department of Justice. USDA will work with the U.S. Attorney’s Office to stop judicial foreclosures and evictions on accounts that were previously referred to the Department of Justice. Additionally, USDA has extended deadlines for producers to respond to loan servicing actions, including loan deferral consideration for financially distressed and delinquent borrowers. In addition, for the Guaranteed Loan program, flexibilities have been made available to lenders to assist in servicing their customers.
USDA Offers Additional Assistance for Certain Producers Through Coronavirus Food Assistance Program

USDA Announces Grants for Urban Agriculture and Innovative Production

The competitive grants will support the development of urban agriculture and innovative production projects through two categories, Planning Projects and Implementation Projects. USDA will accept applications on Grants.gov until midnight July 6, 2020.
“These grant opportunities underscore USDA’s commitment to all segments of agriculture, including swiftly expanding areas of urban agriculture,” Under Secretary for Farm Production and Conservation Bill Northey said. “Such projects have the potential to address important issues such as food access and education and to support innovative ways to increase local food production in urban environments.”
“We are proud to be able to offer support though this cross-agency effort,” said Under Secretary for Marketing and Regulatory Programs Greg Ibach. “In creating this grant opportunity, USDA will build upon its years of experience providing technical support, grant funding and research to help farmers and local and urban food businesses grow.”
Planning Projects
USDA is making available $1 million for Planning Projects that initiate or expand efforts of farmers, gardeners, citizens, government officials, schools and other stakeholders in urban areas and suburbs. Projects may target areas of food access, education, business and start-up costs for new farmers and development of policies related to zoning and other needs of urban production.
Implementation Projects
USDA is making available $2 million for Implementation Projects that accelerate existing and emerging models of urban, indoor and other agricultural practices that serve multiple farmers. Projects will improve local food access and collaborate with partner organizations and may support infrastructure needs, emerging technologies, educational endeavors and urban farming policy implementation.

USDA Reports Record Enrollment in Key Farm Safety - Net Program

USDA Announces Loan Maturity for Marketing Assistance Loans Now Extended to 12 Months
