WASHINGTON, Oct. 7, 2024 — The U.S. Department of Agriculture (USDA) announced an additional $250 million in automatic payments for distressed direct and guaranteed farm loan borrowers under Section 22006 of the Inflation Reduction Act. This significant step continues USDA's commitment to keeping farmers and ranchers financially viable and support for agricultural communities.  

Saratoga Springs, N.Y., Sept. 21, 2024 - The U.S. Department of Agriculture (USDA) is announcing the launch of the Distressed Borrowers Assistance Network, an initiative designed to provide personalized support to financially distressed farmers and ranchers across the nation. Through a series of Cooperative Agreements, this national network will connect distressed borrowers with individualized assistance to help them stabilize and regain financial footing. USDA’s Farm Service Agency (FSA) made this announcement today at the Farm Aid Festival in Saratoga Springs, N.Y. 

WASHINGTON, Aug. 7, 2024 – The U.S. Department of Agriculture (USDA) today announces changes to the Farm Service Agency’s (FSA) Farm Loan Programs, effective Sept. 25, 2024 — changes that are intended to increase opportunities for farmers and ranchers to be financially viable. These improvements, part of the Enhancing Program Access and Delivery for Farm Loans rule, demonstrate USDA’s commitment to improving farm profitability through farm loans designed to provide important financing options used by producers to cover operating expenses and purchase land and equipment.

HURON, South Dakota, June 27, 2024 – The U.S. Department of Agriculture (USDA) will begin accepting applications starting on Monday, July 1 through its updated Emergency Assistance for Livestock, Honeybees, and Farm-raised Fish Program (ELAP) to provide financial assistance to eligible dairy producers who incur milk losses due to Highly Pathogenic Avian Influenza, also known as H5N1infection in their dairy herds. USDA’s Farm Service Agency (FSA) expanded ELAP through the rule-making process to assist with a portion of financial losses resulting from reduced milk production when cattle are removed from commercial milking in dairy herds having a confirmed positive H5N1 test. Positive test results must be confirmed through the USDA’s Animal and Plant Health Inspection Service (APHIS) National Veterinary Services Laboratories (NVSL).

Huron, South Dakota, June 14, 2024 – Agriculture Secretary Tom Vilsack announced today that the U.S. Department of Agriculture (USDA) is awarding $50 million to 141 awardees in 40 states and Puerto Rico, through the Farm Labor Stabilization and Protection Pilot Program (FLSP Program), reaching 177 unique agricultural operations and over 11,000 workers. The awards will help improve the resiliency of the U.S. food supply chain by addressing agriculture labor challenges and instability, strengthen protections for farmworkers, and expand legal pathways for labor migration. This program delivers on a commitment made as part of the Los Angeles Declaration on Migration and Protection and furthers the Administration’s commitment to a regional approach to migration in the hemisphere.

Partnership further expands online library of disaster assistance and farm loan program reference resources and decision aids  

WASHINGTON, May 28, 2024 – The U.S. Department of Agriculture, in partnership with FarmRaise, today launched a new, online Emergency Assistance for Livestock, Honey Bees and Farm-raised Fish Program (ELAP) Decision Tool. The USDA's Farm Service Agency (FSA) tool is designed to assist agricultural producers who have been impacted by natural disasters access available program support. This ELAP Decision Tool, a component of a broader disaster assistance program educational module, further expands the library of online FSA disaster and farm loan program reference resources and decision aids currently available to agricultural producers on the FarmRaise FSA educational hub. The Decision Tool is a resource only and is not an application for benefits or a determination of eligibility.  

WASHINGTON, May 7, 2024 – The U.S. Department of Agriculture (USDA) is seeking nominations for four positions on the Federal Advisory Committee for Urban Agriculture and Innovative Production.  USDA will accept nominations from May 7, 2024, to July 7, 2024. The 12-member Committee, which first convened in March 2022, is part of USDA’s efforts to increase support for urban agriculture and innovative production. Members of the Committee provide input on policy development and help identify barriers to urban agriculture as USDA works to promote urban farming and the economic opportunities it provides in cities across the country.  

HURON, South Dakota, April 17, 2024 – The U.S Department of Agriculture (USDA) today unveiled a new, online Livestock Indemnity Program (LIP) Decision Tool and farm loan resources available to agricultural producers and cooperators who help producers access USDA disaster assistance, farm loans and other federal farm programs. The new LIP tool and the farm loan informational video resources were developed in partnership with FarmRaise and USDA’s Farm Service Agency (FSA). Program Participants in South Dakota Eligible to Donate Grazing and Haying Rights

HURON, South Dakota, March 26, 2024 - The U.S. Department of Agriculture (USDA) authorizes the release of emergency haying and grazing of Conservation Reserve Program (CRP) acres nationwide, including CRP acres in South Dakota, to livestock producers affected by the recent wildfires in Nebraska, Oklahoma and Texas.

HURON, South Dakota, March 4, 2024 – The U.S. Department of Agriculture (USDA) announced that agricultural producers and private landowners can begin signing up for the general Conservation Reserve Program (CRP) starting March 4 and running through March 29, 2024. This conservation opportunity gives producers tools to conserve wildlife habitat while achieving other conservation benefits, including sequestering carbon and improving water quality and soil health.  

South Dakota Enrollment Currently At 53% of Expected Contracts 

Huron, SD, Feb. 26, 2024 – Agricultural producers who have not yet enrolled in the Agriculture Risk Coverage (ARC) or Price Loss Coverage (PLC) programs for the 2024 crop year have until March 15, 2024, to revise elections and sign contracts. Both safety net programs, delivered by USDA’s Farm Service Agency (FSA), provide vital income support to farmers who experience substantial declines in crop prices or revenues for the 2024 crop year. In South Dakota, producers have completed 30,574 contracts to date, representing 53% of the more than 57,954 expected contracts.    

Huron, South Dakota, Jan. 16, 2024 – The U.S. Department of Agriculture (USDA) is now accepting applications for the Continuous Conservation Reserve Program (Continuous CRP) signup. USDA’s Farm Service Agency (FSA) encourages agricultural producers and landowners in South Dakota who are interested in conservation opportunities for their land in exchange for yearly rental payments to consider the enrollment options available through Continuous CRP, which also includes the Conservation Reserve Enhancement Program (CREP) offered by FSA partners. Additionally, producers participating in CRP can now apply to re-enroll, if their contracts will expire this year.  

WASHINGTON, Dec. 5, 2023 – The U.S. Department of Agriculture (USDA) has launched an online application for Direct Loan customers. More than 26,000 customers who submit a Direct Loan application each year can now use an online, interactive, guided application that is paperless and provides helpful features including an electronic signature option, the ability to attach supporting documents such as tax returns, complete a balance sheet and build a farm operating plan. This tool is part of a broader effort by USDA’s Farm Service Agency (FSA) to streamline its processes, improve customer service, and expand credit access. 

WASHINGTON, Oct. 16, 2023 - The U.S. Department of Agriculture (USDA) has issued more than $1.77 billion this year to agricultural producers and landowners through its Conservation Reserve Program (CRP), a critical piece of the Department’s efforts to support climate-smart agriculture and forestry on working lands. Right now, CRP’s more than 667,000 participants received payments from USDA’s Farm Service Agency (FSA) for their voluntary conservation efforts on more than 23 million acres of private land. Since 2021, CRP has grown by 21 percent in terms of acres enrolled, testament to the Biden-Harris administration’s program improvement efforts. 

WASHINGTON, D.C., September 22, 2023 – The Biden-Harris Administration today announced that agricultural employers can begin to apply for a pilot program designed to improve the resiliency of the food and agricultural supply chain by addressing workforce challenges farmers and ranchers face. HURON, South Dakota, July 24, 2023 –The U.S. Department of Agriculture (USDA) is extending the deadline for the new Organic Dairy Marketing Assistance Program (ODMAP) to August 11, 2023. This extension gives South Dakota organic dairy producers more than two additional weeks to apply for the program. ODMAP helps producers mitigate market volatility, higher input and transportation costs, and unstable feed supply and prices that have created unique hardships in the organic dairy industry. This assistance will help keep South Dakota organic dairy operations sustainable until markets return to more normal conditions.    

WASHINGTON, July 18, 2023 – The U.S. Department of Agriculture (USDA) is investing $7.4 million in 25 selected grants that support urban agriculture and innovative production. Selected grant recipients, including community gardens and nonprofit farms, will increase food production and access in economically distressed communities, provide job training and education, and allow partners to develop business plans and zoning proposals. These grants build on $40 million in projects funded since 2020 and are part of USDA’s broad support for urban agriculture through its Office of Urban Agriculture and Innovative Production (OUAIP). Funding limits only allowed USDA to select the top scoring 10% of the applications reviewed. This year, USDA received more than 300 applications, which is twice last year’s applications. 

WASHINGTON, July 7, 2023 – Today, the U.S. Department of Agriculture (USDA) announced the opening of the financial assistance application process for eligible farmers, ranchers, and forest landowners who experienced discrimination in USDA farm lending programs prior to January 2021. Section 22007 of the Inflation Reduction Act (IRA) directs USDA to provide this assistance. Since the law’s passage, USDA has worked diligently to design the program in accordance with significant stakeholder input. 

Huron, South Dakota, July 6, 2023 – The U.S. Department of Agriculture (USDA) Farm Service Agency (FSA) reminds producers of the July 14 deadline to apply for both the Emergency Relief Program (ERP) Phase Two and the Pandemic Assistance Revenue Program (PARP). These revenue-based programs help offset revenue losses from 2020 and 2021 natural disasters or the COVID-19 pandemic. 

WASHINGTON, June 27, 2023 – The U.S. Department of Agriculture (USDA) announced its selection of 50 projects for potential award, totaling approximately $300 million. These innovative projects will help improve access to land, capital, and markets for underserved farmers, ranchers, and forest landowners. The Increasing Land, Capital, and Market Access (Increasing Land Access) Program, which is funded by President Biden’s Inflation Reduction Act, works to increase access to farm ownership opportunities, improve results for those with heirs’ property or fractionated land, increase access to markets and capital that affect the ability to access land, and improve land ownership, land succession and agricultural business planning. 

WASHINGTON, June 12, 2023 – Agriculture Secretary Tom Vilsack announced today the U.S. Department of Agriculture (USDA) is accepting more than 1 million acres in this year’s Conservation Reserve Program (CRP) General signup. This is one of several signups that USDA’s Farm Service Agency (FSA) is holding for the program. The results for CRP General signup reflect the continued importance of CRP as a tool to help producers invest in the long-term health, sustainability, and profitability of their land and resources. The signup’s results include 6,714 acres in South Dakota.

HURON, South Dakota, May 22, 2023 – The U.S. Department of Agriculture (USDA), announces assistance for dairy producers with the new Organic Dairy Marketing Assistance Program (ODMAP).  ODMAP is established to help mitigate market volatility, higher input and transportation costs, and unstable feed supply and prices that have created unique hardships in the organic dairy industry. Specifically, under the ODMAP, USDA’s Farm Service Agency (FSA) is making $104 million available to organic dairy operations to assist with projected marketing costs in 2023, calculated using their marketing costs in 2022.

Huron, South Dakota, May 10, 2023 – USDA’s Farm Service Agency (FSA) has provided additional flexibilities and further enhanced disaster recovery assistance provided by the Emergency Assistance for Livestock Honeybees, and Farm-raised Fish Program (ELAP), Livestock Indemnity Program (LIP) and Livestock Forage Disaster Program (LFP) in response to needs expressed by livestock producers in the Western U.S. who have experienced significant feed, forage, animal and infrastructure loss from preexisting, long-term drought conditions further compounded by unprecedented snowfall and winter storms. These livestock disaster program policy enhancements include an extended June 2, 2023, deadline to submit notices of loss and applications for payment for 2022 losses. The deadline extension and program flexibilities are available to eligible producers nationwide who incurred losses from a qualifying natural disaster event.  

Huron, South Dakota, April 17, 2023 – The U.S. Department of Agriculture (USDA) announced that agricultural producers and private landowners can begin signing up for the Grassland Conservation Reserve Program (CRP) starting today and running through May 26, 2023. Among CRP enrollment opportunities, Grassland CRP is a unique working lands program, allowing producers and landowners to continue grazing and haying practices while conserving grasslands and promoting plant and animal biodiversity as well as healthier soil.

The Big Sioux River Watershed CREP, offered by USDA and the South Dakota Department of Game, Fish & Parks, (SD GF&P) expands the voluntary, incentive-based conservation programs available to South Dakota agricultural producers and focuses on the Big Sioux River watershed. Enrollment for the South Dakota CREP opened November 1, 2022.

CREP Provides Critical Support to Landowners for Sound Conservation Practices

RAPID CITY, South Dakota, Nov. 17, 2022— Three Tribal Nations in the Great Plains are partnering with the U.S. Department of Agriculture (USDA) to help conserve, maintain and improve grassland productivity, reduce soil erosion, and enhance wildlife habitat through the Conservation Reserve Enhancement Program (CREP). The Cheyenne River, Oglala and Rosebud Sioux Tribes are entering into CREP agreements with USDA’s Farm Service Agency (FSA) to enroll eligible grassland, pastureland, and other agricultural lands within the boundaries of their reservations in this conservation program.

Huron, South Dakota, Nov. 9, 2022 — The U.S. Department of Agriculture (USDA) began mailing ballots this week for the Farm Service Agency (FSA) county and urban county committee elections to all eligible agricultural producers and private landowners across the country. Elections are occurring in certain Local Administrative Areas (LAA) for these committee members who make important decisions about how federal farm programs are administered locally.  Producers and landowners must return ballots to their local FSA county office or have their ballots be postmarked by Dec. 5, 2022, in order for those ballots to be counted.    

Payments Issuing to Producers of 2021 Crops Triggering Safety-Net Program Payments 

WASHINGTON, Oct. 19, 2022 – Agricultural producers can now change election and enroll in the Agriculture Risk Coverage (ARC) and Price Loss Coverage programs for the 2023 crop year, two key safety net programs offered by the U.S. Department of Agriculture (USDA). Signup began Monday, and producers have until March 15, 2023, to enroll in these two programs. Additionally, USDA’s Farm Service Agency (FSA) has started issuing payments totaling more than $255 million to producers with 2021 crops that have triggered payments through ARC or PLC.

Huron, South Dakota, Aug. 8, 2022 – The U.S. Department of Agriculture (USDA) is investing in two outreach and education efforts for farmers and ranchers, including those who are new to farming or who have been historically underserved by USDA programs. USDA’s Farm Service Agency (FSA) is investing $10 million for agriculture-oriented taxpayer education as well as $4.5 million in outreach for the Conservation Reserve Program’s Transition Incentives Program (CRP TIP), which helps with access to land for beginning and socially disadvantaged farmers and ranchers. Both efforts help advance equity and access to USDA programs and agriculture.  

New Program Outperforms Predecessor Disaster Program in speed of assistance and almost 90% reduced application burden, Online Analytics Now Available 

WASHINGTON, Aug. 4, 2022 - The U.S. Department of Agriculture (USDA) has processed more than 255,000 applications for the new Emergency Relief Program (ERP). USDA has made approximately $6.1 billion, to date, in payments to commodity and specialty crop producers to help offset eligible losses from qualifying 2020 and 2021 natural disasters. By breaking-down agency barriers, using existing data across USDA and pre-filled applications, USDA’s Farm Service Agency (FSA) in cooperation with the Risk Management Agency (RMA) has been able to expediently provide economic relief and save producers and staff over a million hours of time.

WASHINGTON, July 26, 2022 — The U.S. Department of Agriculture (USDA) is increasing the amount of funding available for the Spot Market Hog Pandemic Program (SMHPP) and expects to issue approximately $62.8 million in pandemic assistance payments to hog producers starting this week. SMHPP assists eligible producers who sold hogs through a spot market sale from April 16, 2020, through Sept. 1, 2020. USDA’s Farm Service Agency (FSA) accepted SMHPP applications through April 29, 2022.

WASHINGTON, March 17, 2022 — The U.S. Department of Agriculture (USDA) has clarified the definition of a spot market sale and hog eligibility under the Spot Market Hog Pandemic Program (SMHPP), which assists producers who sold hogs through a spot market sale from April 16, 2020, through Sept. 1, 2020. Hog producers will also now be required to submit documentation to support information provided on their SMHPP application. Farm Service Agency Will Begin Taking Applications for Indemnity Program July 20

WASHINGTON, July 13, 2021— Livestock and poultry producers who suffered losses during the pandemic due to insufficient access to processing can apply for assistance for those losses and the cost of depopulation and disposal of the animals. The U.S. Department of Agriculture (USDA) Secretary Vilsack announced the Pandemic Livestock Indemnity Program (PLIP) in [recorded] remarks at the National Pork Industry Conference in Wisconsin Dells, WI.  The announcement is part of USDA’s Pandemic Assistance for Producers initiative. Livestock and poultry producers can apply for assistance through USDA’s Farm Service Agency (FSA) July 20 through Sept. 17, 2021.

FSA Accepting CFAP 2 Applications Beginning April 5

WASHINGTON, April 5, 2021— The U.S. Department of Agriculture (USDA) Farm Service Agency (FSA) today announced the availability of $2 million to establish partnerships with organizations to provide outreach and technical assistance to socially disadvantaged farmers and ranchers. The funding was made possible by USDA’s new Pandemic Assistance for Producers initiative, an effort to distribute resources more broadly and to put greater emphasis on outreach to small and socially disadvantaged producers impacted by the pandemic. Today also marks the reopening of FSA’s Coronavirus Food Assistance Program 2 (CFAP 2) signup as part of the Pandemic Assistance for Producers initiative. Farmers and ranchers will have at least 60 days to apply or make modifications to existing CFAP 2 applications.

Huron, South Dakota, March 8, 2021 – Agricultural producers in South Dakota who have not yet elected and enrolled in the Agriculture Risk Coverage (ARC) or Price Loss Coverage (PLC) programs for 2021 have until March 15. Producers who have not signed a contract or who want to make an election change should contact their local U.S. Department of Agriculture (USDA) Service Center to make an appointment. Right now, 47,000 farms have enrolled, about 86% of expected participation.

Huron, South Dakota, February 22, 2021 – The U.S. Department of Agriculture’s (USDA) Farm Service Agency (FSA) in South Dakota is hosting a webinar at 12 p.m. CST on February 24 to share details and answer questions about the Agriculture Risk Coverage (ARC) and Price Loss Coverage (PLC) Programs.

WASHINGTON, February 8, 2021 – The U.S. Department of Agriculture (USDA) is extending the Conservation Reserve Program (CRP) General Signup period, which had previously been announced as ending on Feb. 12, 2021.  USDA will continue to accept offers as it takes this opportunity for the incoming Administration to evaluate ways to increase enrollment.  Under the previous Administration, incentives and rental payment rates were reduced resulting in an enrollment shortfall of over 4 million acres. The program, administered by USDA’s Farm Service Agency (FSA), provides annual rental payments for 10 to 15 years for land devoted to conservation purposes, as well as other types of payments.

Huron, South Dakota, Jan. 27, 2021 – Due to the national public health emergency caused by coronavirus disease 2019 (COVID-19), the U.S. Department of Agriculture today announced the temporary suspension of past-due debt collections and foreclosures for distressed borrowers under the Farm Storage Facility Loan and the Direct Farm Loan programs administered by the Farm Service Agency (FSA). USDA will temporarily suspend non-judicial foreclosures, debt offsets or wage garnishments, and referring foreclosures to the Department of Justice. USDA will work with the U.S. Attorney’s Office to stop judicial foreclosures and evictions on accounts that were previously referred to the Department of Justice. Additionally, USDA has extended deadlines for producers to respond to loan servicing actions, including loan deferral consideration for financially distressed and delinquent borrowers. In addition, for the Guaranteed Loan program, flexibilities have been made available to lenders to assist in servicing their customers.

WASHINGTON, Jan. 20, 2021 – The U.S. Department of Agriculture (USDA) is making available $12 million for use in making payments to forest landowners with land enrolled in the Conservation Reserve Program (CRP) in exchange for their implementing healthy forest management practices. Existing CRP participants can now sign up for the Forest Management Incentive (FMI), which provides financial incentives to landowners with land in CRP to encourage proper tree thinning and other practices.

The competitive program, administered by USDA’s Farm Service Agency (FSA), provides annual rental payments for land devoted to conservation purposes.

WASHINGTON, Dec. 9, 2020 – The U.S. Department of Agriculture is increasing incentive payments for practices installed on land enrolled in the Continuous Conservation Reserve Program (CRP). USDA’s Farm Service Agency (FSA) is upping the Practice Incentive Payment for installing practices, from 5 percent to 20 percent. Additionally, producers will receive a 10 percent incentive payment for water quality practices on land enrolled in CRP’s continuous signup. FSA administers CRP on behalf of the Commodity Credit Corporation.

WASHINGTON, Nov. 16, 2020 – The U.S. Department of Agriculture reminds dairy producers that the deadline to enroll in Dairy Margin Coverage (DMC) for calendar year 2021 is Friday, Dec. 11, 2020. USDA’s Farm Service Agency (FSA) opened DMC signup in October to help producers manage economic risk brought on by milk price and feed cost disparities.

Huron, South Dakota, September 09, 2020 — Minnesota agricultural producers who lost property due to recent natural disasters may be eligible for U.S. Department of Agriculture (USDA) physical loss loans. The Farm Service Agency (FSA) offers these low-interest loans to agricultural producers who incurred losses due to recent natural disasters. Approval is limited to applicants who suffered severe physical losses only, including the loss of buildings and livestock. Applications are due by May 3, 2021.

WASHINGTON, Sept. 8, 2020 – USDA’s Farm Service Agency (FSA) reminds farm owners that they have a one-time opportunity to update Price Loss Coverage (PLC) program yields for covered commodities on the farm. The deadline is September 30, 2020, to update yields, which are used to calculate the PLC payments for 2020 through 2023. Additionally, producers who elected Agriculture Risk Coverage (ARC) should also consider updating their yields.

WASHINGTON, August 26, 2020 – The U.S. Department of Agriculture (USDA) is extending the deadline to November 20, 2020, for the Soil Health and Income Protection Program (SHIPP), a new pilot program that enables farmers to receive payments for planting perennial cover for conservation use for three to five years. Signup opened March 30, 2020, for the pilot program, which is part of the Conservation Reserve Program (CRP) and available to producers in Iowa, Minnesota, Montana, North Dakota, and South Dakota.

WASHINGTON, August 10, 2020 – USDA’s Farm Service Agency (FSA) announced that organic producers and handlers can apply for federal funds to assist with the cost of receiving and maintaining organic certification through the Organic Certification Cost Share Program (OCCSP). Applications for eligible certification expenses paid between Oct. 1, 2019, and Sept. 30, 2020, are due Oct. 31, 2020.

WASHINGTON, Aug. 6, 2020 – To assist Farm Storage Facility Loan (FSFL) borrowers experiencing financial hardship from the pandemic and other challenges in production agriculture, USDA’s Farm Service Agency (FSA) is offering a one-time annual installment payment deferral option. No fees or prepayment penalties apply for borrowers who choose this FSFL loan flexibility option.

WASHINGTON, July 9, 2020 – Today, U.S. Secretary of Agriculture Sonny Perdue announced an initial list of additional commodities that have been added to the Coronavirus Food Assistance Program (CFAP), and that the U.S. Department of Agriculture (USDA) made other adjustments to the program based on comments received from agricultural producers and organizations and review of market data. Producers will be able to submit applications that include these commodities on Monday, July 13, 2020. USDA’s Farm Service Agency (FSA) is accepting through Aug. 28, 2020, applications for CFAP, which helps offset price declines and additional marketing costs because of the coronavirus pandemic. USDA expects additional eligible commodities to be announced in the coming weeks.

WASHINGTON, June 10, 2020 – USDA’s Farm Service Agency (FSA) will begin accepting nominations for county committee members on Monday, June 15, 2020. Elections will occur in certain Local Administrative Areas (LAA) for these members who make important decisions about how federal farm programs are administered locally. All nomination forms for the 2020 election must be postmarked or received in the local FSA office by Aug. 1, 2020.

Online Tools and Toll-Free Number Available to Assist Producers

Huron, SD, May 26, 2020 – Agricultural producers can now apply for USDA’s Coronavirus Food Assistance Program (CFAP), which provides direct payments to offset impacts from the coronavirus pandemic. The application and a payment calculator are now available online, and USDA’s Farm Service Agency (FSA) staff members are available via phone, fax and online tools to help producers complete applications. The agency set up a call center in order to simplify how they serve new customers across the nation.

“We know South Dakota producers are facing a tough time now, and we are making every effort to provide much needed support as quickly as possible,” said Jamie White, acting state executive director for FSA in South Dakota. “FSA is available over the phone and virtually to walk you through the application process, whether it’s the first time you’ve worked with FSA, or if you know us quite well.”

Applications will be accepted through August 28, 2020. Through CFAP, USDA is making available $16 billion for vital financial assistance to producers of agricultural commodities who have suffered a five-percent-or-greater price decline due to COVID-19 and face additional significant marketing costs as a result of lower demand, surplus production, and disruptions to shipping patterns and the orderly marketing of commodities.

“We also want to remind producers that the program is structured to ensure the availability of funding for all eligible producers who apply,” White said.

In order to do this, producers will receive 80 percent of their maximum total payment upon approval of the application. The remaining portion of the payment, not to exceed the payment limit, will be paid at a later date nationwide, as funds remain available.

Producers can download the CFAP application and other eligibility forms from farmers.gov/cfap. Also, on that webpage, producers can find a payment calculator to help identify sales and inventory records needed to apply and calculate potential payments.

Additionally, producers in search of one-on-one support with the CFAP application process can call 877-508-8364 to speak directly with a USDA employee ready to offer assistance. This is a good first step before a producer engages the team at the FSA county office at their local USDA Service Center.

Applying for Assistance

Producers of all eligible commodities will apply through their local FSA office. Those who use the online calculator tool will be able to print off a pre-filled CFAP application, sign, and submit to your local FSA office either electronically or via hand delivery. Documentation to support the producer’s application and certification may be requested after the application is filed. FSA has streamlined the signup process to not require an acreage report at the time of application and a USDA farm number may not be immediately needed.

Additional Commodities

USDA is also establishing a process for the public to identify additional commodities for potential inclusion in CFAP. Specifically, USDA is looking for data on agricultural commodities, that are not currently eligible for CFAP, that the public believes to have either:

suffered a five percent-or-greater price decline between mid-January and mid-April as a result of the COVID-19 pandemic,
shipped but subsequently spoiled due to loss of marketing channel, or
not left the farm or remained unharvested as mature crops.

WASHINGTON, May 4, 2020 – The U.S. Department of Agriculture (USDA) has started making payments through the Wildfire and Hurricane Indemnity Program – Plus (WHIP+) to agricultural producers who suffered eligible losses because of drought or excess moisture in 2018 and 2019. Signup for these causes of loss opened March 23, and producers who suffered losses from drought (in counties designated D3 or above), excess moisture, hurricanes, floods, tornadoes, typhoons, volcanic activity, snowstorms or wildfires can still apply for assistance through WHIP+.

WASHINGTON, April 29, 2020 — Agriculture Secretary Sonny Perdue designated 28 South Dakota counties as primary natural disaster areas. Producers who suffered losses due to excessive moisture and flooding that occurred from January 1, 2019, and continuing, may be eligible for U.S. Department of Agriculture (USDA) Farm Service Agency (FSA) emergency loans.

WASHINGTON, April 9, 2020 – Agricultural producers now have more time to repay Marketing Assistance Loans (MAL) as part of the U.S. Department of Agriculture’s implementation of the Coronavirus Aid, Relief, and Economic Security (CARES) Act of 2020. The loans now mature at 12 months rather than nine, and this flexibility is available for most commodities.

HURON, SOUTH DAKOTA, March 26, 2020 – USDA’s Farm Service Agency (FSA) county offices are open in South Dakota by phone appointment only until further notice, and FSA staff are available to continue helping agricultural producers with program signups, loan servicing and other important actions. Additionally, FSA is relaxing the loan-making process and adding flexibilities for servicing direct and guaranteed loans to provide credit to producers in need.

WASHINGTON, D.C., March 25, 2020 – The U.S. Department of Agriculture’s (USDA) Farm Service Agency (FSA) today announced a new pilot program that enables farmers in the Prairie Pothole region to receive payments for planting perennial cover for conservation use for three to five years. The new Conservation Reserve Program (CRP) Soil Health and Income Protection Program (SHIPP) pilot is available to producers in Iowa, Minnesota, Montana, North Dakota and South Dakota. The signup for this pilot starts March 30, 2020 and ends August 21.

WASHINGTON, March 16, 2020 ─The U.S. Department of Agriculture (USDA) is standing up a new team of U.S. Department of Agriculture (USDA) staff that will lead a department-wide effort focused on serving beginning farmers and ranchers.

HURON, SD, March 5, 2020 – Farmers and ranchers may apply to enroll grasslands in the Conservation Reserve Program (CRP) Grasslands signup beginning March 16. The signup runs through May 15.
